The Treasury of Turkey under the Ministry of Finance is responsible for arranging the financing of the Marmaray Project. The responsibility for deciding the fare prices and the fare principles and therefore the income stream generated is with the political system of Turkey, the Parliament.
There are many ways and combination of ways an economically, socially and environmentally sound project such as the Marmaray Project can be funded. One of the best from the perspective of the tax payer is through low interest loans from international financing agencies.
